That is correct.
It is not possible anymore to send a bulletin to all users in Polish code. The main reason is that there is a risk that mail providers notice that and mark it as spam.

All of these appear to be fixed now (well, maybe not the yahoo email going to spam, I cannot test that from here) The biggest problem is that new (configurated) sites have to prove they have good intentions when sending mail.
