Send Waypoint to GPS

I can't seem to get this button to do anything. I've got my Oregon 400 connected and I then I pull up a cache page and click the "Send Waypoint to GPS" button. Then nothing happens. Is there a configuration setting I'm missing?

Do you have the software for your GPS installed on your computer?

I am able to send waypoints to my GPS on the gc.com site, so I must be partly set up at least.

In any case, I upgraded my Garmin Communicator software to the latest level (2.9.2) and tried again. If I go to

I get the behaviour I described earlier -- I click the button and nothing happens. If I go to

http://opencaching.us/viewcache.php?cacheid=110

I will get a popup window with a button that reads "Click to send OU006E WP to your GPS", which is promising. But when I click on the button it gives me the message "Plug-in has not been activated". I'm not sure where to go from here.
