How are "abandoned/orphaned" caches handled?

Say somebody lists a cache on OC. A few months go by and they lose interest in the hobby, but never archive their cache(s.) How will these be handled? Should there be a time frame in place that is effective after a number of needs maintenance logs? After that time is up the powers that be can remove...

Thanks for the refresher on the general rules RVRoadTrip. Looks like all of those apply to physical caches though. I didn't see anything mentioned about Virtual Caches.
