At one time the GC guidelines talked about exceptions. I just checked and they have been removed. My personal experience and from talking to a few others it seems they do not provide exemptions to the distance guideline anymore.

Distance Guidelines
I was out looking to place a cache and found that where I wanted was about 200-250 feet from one of my others, however there was a river in between. It would be about a 1 mile hike to get the other. What is the intent with this guideline? Is it to keep people from accidentally finding the wrong cach...

My kids and I all have our own accounts at the other place. I haven't gotten them signed up over here yet. I want to keep my finds separate since I do most of my caching alone. However I wish I had started a family account also, to keep up with those we found together.

I started by crosslisting several of mine to get some on Opencaching in my area. I had a couple of caches I was working on for the other site and knew it would be a bit until I got to hide some strictly for here. Not planning on crosslisting everything.
